Upper tier and lower tier carriers
The two categories of waste carrier registration. Lower tier covers businesses that carry only their own waste, and most registrations in that tier do not need renewing. Upper tier covers businesses that carry waste for others, such as a skip company, carry construction and demolition waste, or arrange or deal in waste. Upper tier registrations renew every three years and carry a fee. Lower tier registration is usually free for businesses that only move waste they produce themselves.
