Hazardous waste consignment note (HWCN)

The document that must accompany a movement of hazardous waste, instead of a standard waste transfer note. A consignment note carries a unique consignment code, is completed in five parts across the producer, carrier and consignee, and its copies are kept for three years by producers, holders, brokers and dealers, one year by carriers (three years in Northern Ireland), and five years or more at permitted waste sites. Within the five parts, the producer and holder complete parts A and B, the carrier completes part C, the consignor completes part D and the consignee completes part E. Pre-notification of individual movements applies in Scotland and Northern Ireland, including when waste moves from England to either nation. England removed its premises registration requirement in April 2016, but Wales still requires producers to register their premises with Natural Resources Wales.
